A concentrated, digitally mature market of 4.5 million adults.
Finland has one of the highest gambling participation rates in Europe: approximately 70% of adults gamble annually, with mobile-first behaviour, high banking penetration (near-universal instant payments) and one of the EU's most trusted regulatory cultures.

The new Gambling Act (10/2026) in ten decisions.
The Finnish Parliament approved Act 10/2026 in January 2026. The Act replaces Veikkaus's monopoly on online betting, casino and slot games with a licensing model administered by the National Police Board. The framework is closer to Sweden's than to Denmark's, but with tighter advertising rules from day one.

Ministry of the Interior publishes the 417-page draft for public and industry consultation (EGBA, ECA, operators respond).

Parliament approves the new Gambling Act
Act 10/2026 signed by the President on 16 January 2026. Chapters 2 and 9 enter into force 1 March 2026.

Licence applications open
Operators may apply to the National Police Board (Poliisihallitus) for betting, online casino, slots and online money bingo licences.

Regulated market goes live
The Act enters into force in full. Licensed operators may serve Finnish players; unlicensed operators face payment blocking and enforcement.
