    01 · Executive summary

Finland is Europe's last major monopoly to open — and its most orderly transition to date.

    A confirmed regulatory calendar

Act 10/2026 is signed. Applications opened 1 March 2026. Licensed services begin 1 July 2027 — the most concrete Nordic timetable since Sweden 2019.

    A material addressable market

Finnish gambling GGR is estimated at €1.4–1.6bn, with roughly half of online spend currently offshore. Channelization is the whole game.

One of Europe's stricter advertising regimes

No bonus advertising. Strict targeting. Mandatory RG messaging. The playbook resembles Sweden more than Malta or Curaçao.

    A B2B land-grab, not just B2C

Every licensed entrant needs a certified platform, PSP, KYC, compliance and Finnish-language stack. The B2B window is 12–18 months.

"Finland will not be Sweden 2019. The regulator has learned from Swedish ad-market backlash, Danish channelization discipline and Dutch cooling-off errors. Winners will be operators who arrive with a compliance-first product, not the loudest brand launch."
